データストリームの終端を示す4ビットの0000というシーケンスです。符号語境界までの残りビットが4ビット未満の場合、ターミネータはそれに応じて短縮されます。ターミネータの後、パディング符号語（11101100と00010001の交互）が残りの容量を埋めます。
